                                              Initially, the ships’ existing SEEMP will need to be amended at the latest by 31 December

                                              •    the methodology that will be used to calculate the ship’s attained annual opera-
                                                   tional CII and the processes to report this value to the ship’s Administration
                                              •    the required annual operational CII for the next 3 years
                                              •    an implementation plan documenting how the required annual operational CII
                                                   will be achieved during the next 3 years
                                              •    a procedure for self-evaluation and improvement.
                                              Upon review of the amended SEEMP by the Administration or RO, confirmation of com-
                                              pliance will be provided, which is to be retained on board the ship. The SEEMP will be
                                              subject to audits.
                                              Then, the yearly CII will be calculated based on reported IMO DCS data, starting with
                                              2023 as the first implementing year. Within 3 months after the end of each calendar year,
                                              ships will have to calculate the attained annual operational CII over a 12-month period
                                              using the DCS data and report it to their Administration or RO.  The Administration or
                                              RO will:
                                              •    determine whether the data has been properly reported,
                                              •    verify the attained annual operational CII,
                                              •    determine the operational carbon intensity rating (category A, B, C, D, or E), and
